If you are so lucky, you keep constant backup of your system, my solution is to restore the offending folder from your Time Machine, etc.

Reinstalling app didn't work. Didn't bother with new user, or anything else. Same level- go to AdobePCD folder - inside there is cache folder and pcd.
After asking me to login, apps start as normal.
